China National Energy Administration Shuts Down Coal Units Under 300MW, Upgrades 600MW Units on July 10

According to the National Energy Administration, China released its Energy Efficiency and Carbon Reduction Action Plan (2026-2028) on July 10. The plan calls for shutting down coal power units of 300 megawatts and below where conditions permit, and implementing upgrades to 600-megawatt-level coal power units to meet next-generation coal power standards. The upgraded units are expected to reduce carbon emissions per kilowatt-hour by approximately 10 percent.
