China's State Council Releases Carbon Peaking Plan Targeting Green Computing Infrastructure on July 9

The State Council released the '15th Five-Year Plan' Carbon Peaking Action Plan on July 9, proposing measures to advance green and low-carbon transformation of computing infrastructure. The plan calls for coordinated deployment of computing facilities with renewable energy sources, support for direct renewable energy supply, and accelerated construction of zero-carbon computing facilities. It also emphasizes that new computing infrastructure should primarily use non-fossil fuel electricity and includes requirements for retrofitting underperforming facilities and phasing out outdated equipment to improve energy efficiency.
