U.S. Clarity Act Targets Digital Asset Onshoring Through Incentive Mechanism, Says South Korean Attorney

According to attorney Seo-hee Han, who spoke yesterday (July 15) at a Seoul seminar, the strategic intent of the U.S. Clarity Act is to incentivize digital asset activities to shift onshore by offering benefits to entities that remain in the U.S. and imposing costs on those that operate outside the regulatory framework. Han cited the Commodity Futures Trading Commission's approval of perpetual futures as an example, noting that this allows investor protection benefits within the system while signaling non-compliance for offshore operations.
