Aave Labs, Kelp DAO, LayerZero, EtherFi, and Compound proposed that Arbitrum governance unfreeze 30,765.67 ETH to stabilize rsETH collateral. The proposal says a 2-of-3 Gnosis Safe controlled by Aave Labs, Kelp DAO, and Certora would manage the assets, and any unused ETH would return to the Arbitrum DAO.
