Pakistan, Egypt, and Qatar are mediating on disagreements over control of the Strait of Hormuz; Iran claims the memorandum grants it certain authority over the strait, while the US disagrees. Iran and Oman have already approved the proposal. The memorandum's 60-day deadline expires next month. The White House has not made a final decision and will wait until after Trump's meeting with Netanyahu.
