Senate Clarity Act Likely to Miss August 7 Recess, Needs 60 Votes to Advance

According to CoinDesk, on July 24, U.S. Senate Majority Leader John Thune stated that the Clarity Act likely will not pass before the August 7 recess but will at least advance to committee review. Thune cited competing legislative priorities, including a sanctions bill on Russia, as reasons for the potential delay. White House crypto advisor Patrick Witt responded that he was "confused" by the statement, saying the first week of August still offers time for deliberation.

The Clarity Act requires 60 votes to proceed. If the Senate advances the bill before recess but fails to pass it, a narrow window remains after lawmakers return in September, though election-year politics could limit legislative time. Earlier expectations for the bill to pass this month have shifted, with September passage now more likely.
