Trump Accuses Foreigners of Stealing US AI Technology
Donald Trump officially accused foreign entities, mainly from China, of conducting industrial-scale theft operations to imitate the capabilities of US-made artificial intelligence models (AI). In a memorandum titled "Adversarial Distillation of American AI Models" released on Thursday (23/4), the White House revealed coordinated efforts to replicate the performance of US AI frontier systems through distillation attack techniques.
Director of the Office of Science and Technology Policy, Michael Kratsios, emphasized that foreign actors are using tens of thousands of proxy accounts and jailbreaking methods to extract data undetected. "The US has evidence of industrial-scale distillation operations to steal American AI. We will act decisively to protect domestic innovation," Kratsios stated. This technique allows foreign parties to train smaller AI models to mimic the output of large US models at a much lower cost.
These allegations are reinforced by a report from AI company Anthropic, which previously accused Chinese AI labs like DeepSeek and Moonshot of using tens of thousands of fake accounts to steal millions of responses from the Claude model. Although these cloned results have not yet matched the full performance of the original, their competitive capabilities on certain benchmarks are considered a serious threat to the US's competitive edge and national security in the global technology sector.
