Hong Kong, Beijing, Shanghai, Guangzhou, Shenzhen, Tokyo, Seoul, and Singapore are considered wealthy, right?

You'll notice that the "Confucian cultural sphere," or broadly speaking, Asia generally isn't happy, even in economically developed and affluent regions. It has nothing to do with the system.
