Given the rapid emergence of prediction markets recently, while encouraging market innovation and development, the division reminds Designated Contract Markets (DCM) to strictly comply with the Commodity Exchange Act (CEA) and related regulations, including requirements such as CEA Section 5(d), Part 38 Core Principle 3, and Appendix C guidance. The advisory opinion also provides special clarification on the characteristics of sports-related event contracts and requires DCMs, as frontline regulators, to proactively take measures to ensure compliant market development.
